Noora Tower is a freehold residential skyscraper in Al Habtoor City, a nine-hectare hotel, residential and leisure complex in Business Bay, Dubai. It stands on Sheikh Zayed Road beside the Dubai Water Canal and is one of three towers in The Residence Collection, built by Al Habtoor Group. Apartments range from one to four bedrooms, with five- to seven-bedroom penthouses on the upper floors.
A quick note on naming, because it trips up many searches: some listings spell it Noura Tower, and there is an unrelated building called Sheikha Noora Tower in Barsha Heights (Al Barsha). This guide is only about the Al Habtoor City tower in Business Bay.

What is Noora Tower, and where exactly is it?
Noora Tower stands on the canal side of Al Habtoor City, along Sheikh Zayed Road. The site faces Safa Park, sits a few minutes from Downtown Dubai and DIFC, and is close to the point where the Dubai Water Canal leaves Business Bay on its way to the Arabian Gulf.
The tower is one of three residential buildings known as The Residence Collection. Its neighbours are Amna Tower, which is similar in height, and the shorter Meera Tower at 52 storeys. According to Bayut’s Al Habtoor City guide, the three towers are named after daughters of the Al Habtoor family. Together they hold more than 1,400 apartments and penthouses, and they share a large leisure deck with the hotels around them.
Dates and storey counts: why the sources disagree
If you research this building you will find conflicting numbers. Storey counts appear as 73, 74 and 75. Completion is listed as 2017 (an early handover estimate), 2019 (Bayut) and early 2022 (some brokers and data sites). The wider Al Habtoor City project is generally described as built between 2012 and 2018, and 2026 dubizzle listings call the building seven years old, which points to roughly 2019. For a purchase, rely on the title deed, the Dubai Land Department record and the developer’s handover documents, not on a portal summary.
Al Habtoor City: the neighbourhood around the tower

Most towers in Dubai give you a lobby and a pool. Noora gives you a small district. Al Habtoor City combines three five-star hotels, a theatre, restaurants, a mosque, a tennis academy and a boulevard of shops, all within a short walk of the residential lobbies.
The hotels are Habtoor Palace (LXR Hotels & Resorts, with 234 rooms), V Hotel (Curio Collection by Hilton) and Hilton Dubai Al Habtoor City. Their restaurants are open to residents and the public: The Atrium houses several bars and restaurants, including Zoco and The Grill, The Rose & Crown serves British pub food, and World Cut Steakhouse is part of Habtoor Palace.
The cultural anchor is La Perle by Dragone, a permanent aquatic theatre show with a 1,300-seat auditorium. The Al Habtoor Tennis Academy has four courts, including an air-conditioned one. A community mosque stands beside the canal, and a canal marine transport stop is about two minutes’ walk away, which makes abra and water taxi routes easy to use.
Beyond the complex, the Dubai Water Canal boardwalk runs about 3.2 km along the water and through Safa Park, a good option for runners and cyclists. Business Bay’s wider dining scene, including JW Marriott Marquis venues such as Prime68 and the Vault lounge, is a short drive away.
Getting around: metro, roads, canal and airports
The closest station is Business Bay Metro on the Red Line. Estimates of the walk vary. Wikipedia notes that Al Habtoor City is at least a kilometre from the station, one local source says about eight minutes on foot, and Bayut puts it at four minutes by car. In practice that means walkable on a cool evening and a short taxi or drive in summer. Burj Khalifa/Dubai Mall Station is about five minutes by car.
By road, Sheikh Zayed Road runs in front of the complex, and Al Khail Road is also within easy reach. Broker data suggests Downtown Dubai is about five minutes away and Dubai Mall seven to ten minutes, depending on traffic. Dubai International Airport is roughly 20 minutes by car. Parking inside the tower is reserved for residents, so visitors usually park on the street.
The canal-side position also gives the tower a transport option most Dubai towers lack: scheduled water transport from the nearby marine station.
Inside the tower: apartments, lofts and penthouses
The Residence Collection was designed in an Art Deco style, and the units are built around floor-to-ceiling glazing and private balconies. Bayut’s building guide gives the following covered areas.
| Unit type | Approximate size (sq ft) | Notes |
|---|---|---|
| 1-bedroom | 811 to 1,030 | Ten layouts, including some lofts, on lower and selected upper floors |
| 2-bedroom | 1,358 to 1,511 | Simplex layouts with en-suites and a guest bathroom |
| 3-bedroom | 1,950 to 2,100 | Simplex, with laundry and storage areas |
| 4-bedroom | About 3,400 | Two balconies, dining area, powder room |
| Penthouses | 9,000 to 26,000+ | Simplex, duplex and four-storey VIP penthouses with 5 to 7 bedrooms |
The two-bedroom is the layout most often listed for both sale and rent, and a three-bathroom configuration is common in listings. The VIP penthouses, which Al Habtoor markets as Palaces in the Sky, are in a different league: seven bedrooms, multiple garden terraces, private pools or Jacuzzis, a sauna and access to a sky lounge of around 584 sq m. They are effectively private villas in a tower.
One practical point for buyers: view quality depends heavily on which side of the building the unit faces. Listings mention canal views, city and Burj Khalifa views, and pool or community views. Ask for the exact floor and orientation, and visit in daylight and after dark.
Amenities and building services
The centrepiece is the shared leisure deck at the heart of Al Habtoor City, with pools, landscaped gardens, barbecue and picnic areas, an artisan cafe and an open-air amphitheatre. Bayut describes a 35,000 sq ft pool deck for the tower, while other sources quote 120,000 sq ft for the complex-wide deck, so treat the numbers as a rough guide to scale.
Other facilities include a 6,135 sq ft fitness club with a 24-hour gym, studios for yoga, pilates and aerobics, a spa and a lap pool. There is also a clubhouse, a health clinic, a daycare centre, a children’s play area and a supermarket within the complex. Nine high-speed lifts serve the residential floors with backup power. Security is 24 hours with CCTV in common areas, and a 24-hour concierge desk handles guests and requests.
Lifestyle: schools, families, pets and everyday life
Schools and nurseries. Bayut lists Horizon English School (British curriculum, ages 3 to 11), GEMS Wellington Academy Al Khail and JSS Private School within about 15 to 20 minutes by car, traffic permitting. Nurseries include Learning Tree, Green Grass and Blossom Business Bay. School ratings change every year, so check the latest KHDA inspection results before choosing.
Families. The on-site daycare, play area, pools and the nearby Safa Park make the tower more family-friendly than its skyscraper image suggests. The trade-off is that school runs are by car, and the district is busier than a typical villa community.
Pets. Pet rules are set by the building management and each tenancy or sale agreement. We could not verify a published policy, so ask the managing agent before you commit.
Walkability and safety. Inside Al Habtoor City, daily needs are within a few minutes’ walk. Outside it, Dubai’s climate and road layout mean most trips involve a car or taxi. Round-the-clock security and CCTV give the building a secure feel.
Things to do nearby. Dubai Bowling Centre, Bay Avenue Mall and Park, and the Roxy and Vox cinemas are close by. Al Maya and West Zone supermarkets are within about ten minutes’ drive if you want a bigger shop than the on-site one.
Noora Tower prices: what sellers are asking
A word of caution first. These are asking prices on public listings in July and August 2026, not registered transaction prices. For actual sold prices, check Dubai Land Department data or ask your agent for recent comparable transactions in the same layout and floor band.
| Unit | Size (sq ft) | Asking price (AED) | Approx. AED per sq ft |
|---|---|---|---|
| 1-bedroom, high floor | 810 | 1,899,000 | 2,344 |
| 1-bedroom, canal view, high floor | 973 | 1,900,000 | 1,953 |
| 2-bedroom, pool and sea view | 1,359 | 2,400,000 | 1,766 |
| 2-bedroom, 30th floor, canal view | 1,367 | 2,399,998 | 1,756 |
For context, one broker guide puts the Business Bay average at roughly AED 2,211 per sq ft in mid-May 2026 (DLD-based), against about AED 2,977 in DIFC and AED 2,959 in Downtown Dubai. On asking prices, a larger Noora two-bedroom sits at or below the Business Bay average, while a smaller one-bedroom can price above it. That pattern is common in branded, amenity-rich buildings, where the smaller units carry the premium.
You may also see lower starting prices online, for example AED 1.1 million on some portals. Those figures appear to come from developer-era marketing and do not match current one-bedroom asking prices of around AED 1.9 million. Other pages show prices from AED 1.79 million or AED 3.4 million. When numbers differ this widely, trust recent listings and registered transactions over a headline figure.
Rents and rental yield
Listings in mid-2026 showed the following annual asking rents.
| Unit | Size (sq ft) | Asking rent (AED per year) |
|---|---|---|
| 1-bedroom, canal view, unfurnished | 803 | 91,999 |
| 2-bedroom | 1,358 to 1,359 | 130,000 to 135,000 |
| 2-bedroom, 3 baths | 1,511 | 138,000 |
| 3-bedroom, high floor | 1,941 | 225,000 |
| Duplex penthouse, furnished | 10,137 | About 133,000 per month (Savills guide price) |
Comparing asking rent with asking price gives a rough gross yield of about 4.8% for the one-bedroom (91,999 on 1,899,000) and 5.4% to 5.6% for the two-bedroom (130,000 to 135,000 on 2,400,000). One aggregator quotes a higher figure of about 6.2% for Noora Tower and Al Habtoor City, while Business Bay as a whole is commonly quoted at 6% to 8% gross.
The gap makes sense. Business Bay’s strongest yields come from older, cheaper, inland towers. Noora is a premium canal-side address, so you pay more per unit for the location and amenities, and the yield is lower in return. If your goal is maximum income, the numbers favour other buildings. If you value tenant quality, a strong address and a building with real resale appeal, Noora’s profile is easier to defend.
Service charges reduce the figure further. We could not find a verified Noora-specific rate, so as an illustration only, assume the Business Bay range of AED 14 to 22 per sq ft that one 2026 guide quotes. On a 1,359 sq ft two-bedroom that is roughly AED 19,000 to 30,000 a year, which brings the 5.6% gross yield to about 4.4% to 4.8% before management fees. Always ask for the current service charge statement before you buy.
A few furnished one-bedrooms appear on holiday-home platforms at about AED 7,000 to 8,000 a month. Short-term letting in Dubai requires a DTCM holiday home permit and compliance with building rules, so confirm what is allowed before you plan around it.
Is Noora Tower a good investment?
Noora has genuine strengths. It is a completed building from an established developer with a well-known address, so there is no construction or handover risk. The complex has hotels, entertainment and a canal frontage that newer, more generic towers lack. Business Bay is one of Dubai’s most liquid apartment districts, and that depth helps when you want to resell or find a tenant.
There are also things to weigh. Dubai’s market softened in early 2026 after a regional security disruption, and Property Finder data showed average apartment rents slipping from AED 95,293 in Q1 to AED 90,940 in April. New supply across Business Bay can add pressure on rents. Next door, Al Habtoor Group’s own Al Habtoor Tower, announced in 2023 and described as an 81- or 86-storey project depending on the source, is expected to complete around late 2026 on portal data. It may bring more amenities and prestige to the precinct, but it will also compete for tenants and buyers.
The building suits end users who want a serviced, amenity-heavy home near Downtown and DIFC, professionals who value a short commute, and long-term holders who prefer a stable address over a headline yield. It suits maximum-yield investors less well.
How to buy at Noora Tower
Because Business Bay is a freehold zone and Noora is a freehold building, foreign nationals can generally buy outright. The usual process starts with agreeing the price and signing a memorandum of understanding, normally with a deposit of about 10%. The seller then obtains a No Objection Certificate from the developer or management, confirming there are no outstanding service charges. Both sides then complete the transfer at a registered trustee office, where the Dubai Land Department transfer fee is typically 4% of the price plus administrative fees, and agency commission is commonly 2%. Mortgage buyers should arrange pre-approval first, as lending terms differ for residents and non-residents.
Buyers spending AED 2 million or more may qualify for a long-term residency route, and several Noora units sit close to that threshold. Visa rules change, so confirm current conditions with the relevant authority before relying on this.
How to rent at Noora Tower
Tenancies are registered through Ejari and use the standard Dubai tenancy contract. Rent is commonly paid in one to four cheques, with a refundable security deposit that is customarily around 5% of annual rent for unfurnished homes. Before signing, check the unit’s condition, the parking allocation, and who pays for utilities and cooling charges, since these arrangements differ between landlords.
Noora, Amna and Meera: how the three towers compare
Noora and Amna are the taller pair and share a similar mix of one- to four-bedroom apartments and penthouses. Meera is shorter at 52 storeys. All three share the leisure deck and the hotel precinct. In practice, buyers choose between them on the specific unit: floor level, view, layout and condition matter more than the tower name. Compare at least three units across the towers before deciding.
